The effects of new U.S. Department of Transportation (DoT) hours-of-service (HOS) regulations are being felt far beyond the drivers who transport loads. By placing new stricter limitations on how many hours truck drivers can work and the off-duty time required between shifts, the DoT effectively put new requirements on entire supply chains to be more prepared and efficient.

Under new DoT rules that took effect January 4, 2004, drivers can no longer count time spent waiting for loading or unloading or on other breaks as exempt from duty time. Every minute spent waiting represents one less mile that can be driven that shift. Since drivers spend an estimated 70 percent of their duty time on non-driving tasks, there is now an excellent chance that drivers will have to go off duty while their trailers are in the process of being loaded or unloaded. Once off duty, drivers cannot return to work for a minimum of 10 hours. The potential for shipments to be held at docks, and for expensive tractortrailer assets to be held in limbo, is huge. Drivers are now allowed to drive up to 11 hours and can remain on duty for 14 consecutive hours, followed by a 10-hour break and. Previous regulations allowed 10 hours of driving and 15 consecutive hours of duty that had to be followed by a minimum of eight hours off duty.

Trucking companies cannot comply on their own. Their customers, and their customers' customers, must have efficient yard, dock, shipping and receiving processes in place or will risk shipments being left to languish on docks because drivers were forced to go off duty before loading or unloading could be completed. Shippers and receiving organizations must do everything that they can to create efficient yard and dock operations so that trailers can be processed quickly and efficiently. The need for logistics visibility and real-time control has never been greater.
