Delaware may be the second-smallest state in the United States, but its fleet of vehicles is large, to say the least. About three years ago, the Delaware Office of Management and Budget began looking for a system to electronically collect odometer readings from its more than 2,000 vehicles statewide.

The task of vehicle management had become too labor-intensive, says Terry Barton, fleet administrator. "Fleet Services, an internal service unit, leases vehicles to all state agencies on an annual or daily basis, operating like private car rental companies and charging for vehicle use," he explains. "Daily vehicle dispatches are issued from 45 sites statewide. More than 9,000 drivers are registered to use the vehicles, and Fleet Services receives 300 reservations each day. Managing vehicle maintenance and billing for mileage charges with a system that required manual data entry was no longer practical. We knew technology was key to handling a fleet of this size."

The Delaware Office of Management and Budget contacted several vendors to see what type of solutions might address these problems. Some of the features that were considered critical included the capability of downloading odometer readings directly into the state vehicle management software system and storing up to two years worth of online and offline data. The system had to have transponders that could be installed, without cutting any wiring on the vehicles, by existing staff, and it could not require the installation or management of software to access vehicle information.
